The best way to understand code like that to me, is to try and run it with some pen and paper so you can know which values are being assigned on each iteration:
There's a pattern going on in the exercise. It's the one you figured out with your code. The first iteration goes something like this
1. The outer loop's "row" is going to be the value 1.
2. You print the 1 and a blank space
3. Your output to this point would be:
1
4. The inner loop's "col" value is 0.
5. You print row (which is 1 at this point) raised to the power of col (which is 0 at this point). This results in you printing 1 again.
Your output at this point would be:
1 1
This keeps going on and on until you reach out the end of both loops.
