Our system is designed to capture blocks from around the world and deliver them to customers as quickly as possible (from the moment they appear on the network), but the response time to the request itself can indeed vary.
In any case, we believe it’s better to deliver blocks as quickly as possible than to respond to requests as quickly as possible but with outdated information.
