It's a measure against time wasting by goal keepers...
Sometimes, while the game is on, a GK can just decide to fall on the floor and signal the medical team to come onto the pitch to attend to him in order to waste time especially if his team are winning.
So if it's done now, the Coach has to pick one player to leave the pitch for a minute in place of the goalie (Obviously the keeper cannot leave the goal post 😂)...
But there are exemptions which are well stated in the post. In other words, there are different scenarios that wouldn't need the law to be implemented on the pitch.
