Both ways it starts with about 100mb/s. Then declines to 1 mb/s, to 5kb/s, then stops for a Minute and continues again with 100 mb/s.
All the time all 4 CPU cores are at 100% load.

Disable all extensions for now Clipboard Extensions expecially. switch between a Wayland or X11 session on your login screen, as primary Run htop in a terminal to see which exact process (e.g.plasmashell, or some app) hits 100% when you press copy/paste

If i may ask what file extensions are being copied. Large txt, image, .mov . DB files ?

I am guessing u have already tried different USB port on pc and the same issue?
Suspect is extensions. Htop screenshot if possible with it hits 100% cpu.
Create new user account - check if issue persists Swap USB cable if u have option on your new HDD.
After this i am out of options. Over to SME's in grp.

Forgot to mention: Run a SMART check or test your drive speeds with hdparm to see if your destination hardware is failing or overheating
