🗳 Referendum #41 — Temporarily chill underperforming validators TL;DR: This proposal temporarily chills a set of consistently underperforming/unstable validators on Cere mainnet so the network can finalize blocks reliably, protect nominators from unnecessary slashing, and unblock the pending runtime upgrade. Please review and vote below. Nominators: Unstake / re-delegate away from the underperforming validators now to preserve rewards. Validators: Please resolve uptime, networking, and monitoring gaps (alerts, auto-restarts, backups). After remediation, you can rejoin the active set.
