Is it possible to learn using Python on a mobile phone

You will need a python interpreter/compiler running on your mobile, which to my knowledge unless somebody correct me is not possible, so your best bet on mobile is to use an online interpreter something like https://pythontutor.com/python-compiler.html#mode=edit on your mobile browser, hope it helps.

try Pydroid 3, an android app, works well for me

Sets doesn't allow duplicates

Which is better? 3.14 * radius ** 2 or 3.14 * (radius ** 2)

You are right, sets count similar number as a single entity.

Both are okay, but for ease of reading you can choose the second one.

I use 3.14 * (pow(radius,2))
