If a student completed a preparatory course at another university, they must have a diploma from the preparatory department to enroll in the main course, according to the Ministry of Education and Science's admissions rules. The university has requested a referral for a preparatory department graduate, but unfortunately, university staff are unable to influence the work of the Ministry of Education and Science of Russia and expedite the process of obtaining a new referral for you. These rules apply to all scholarship recipients, regardless of whether they received a scholarship from Rossotrudnichestvo or the Olympiad.
