No it doesn't work this way. When Bills even if not discussed then on last day of the Parliament Session, Government will bring Kangaroo Motion and then later Guillotine Motion 2 of the parliamentary tools and now even if Opposition walks out, then also voting will happen and Government will pass a Whip to ruling NDA MPs to be present and vote. The Bill only needs Simple Majority for passing and it will be passed. This is only Oppositions tactics to dilly dally the obvious and later called the Government foul of passing the Bill without any Discussion and thus again building Democracy is hijacked narrative against the Government. So I think Bill will be passed.
