No, not necessary. Voting happens after Discussion and voting is the key. So these are neither Constitutional bills nor Money bills which need special majority. These are ordinary Bills which can be passed by simple majority. So for example let's supposed in a Parliament of 100 people, 70 people walk out and do not vote obviously. So out of the remaining 30 members, even if 16 vote in favour of the Bill so now in a House of originally 100 members, still the Bill is considered passed by the Parliament. @Whateveryoufucker mam can throw some expertise on it where I'm wrong.
