Because they have to constantly load up on shorts to keep the paper price low, they’re being lazy and having the robots do it, and they’re doing this with some type of backroom deal with the treasury providing insurance. Obviously this is largely speculation and I came to this conclusion in the last 5 minutes, but there might be something to it
