"anyone can issue an asset", What is this rule about locking up 25 million CC then? With regards to asset issuer https://github.com/canton-foundation/cips/blob/main/cip-0116/cip-0116.md I'm a bit confused my initial thought is only those who lock up 25 million CC can be an asset issuer. Help me understand if I am incorrect. I understand that this applies to featured apps. Let's talk about different scenarios: 1. I'm not a featured app and I issue assets. 2. I am a featured app but I have only 5 million CC and I issue assets. 3. Is the one in the rule, which is 25 million locked, and I issue assets. Is it simply a reward difference? Is there any place I can read about it? Thank you.
