U.S. Ambassador to the United Nations Mike Waltz stated that such an arrest cannot occur because the United States is not a party to the Rome Statute, the U.N. Headquarters Agreement provides diplomatic protections for visiting heads of government, head-of-state immunity applies, and federal authority supersedes the authority of a city mayor, making the proposal political theater.
