The army also does this, you'll remember the case of Cpt Blackman (he wasn't black btw) executing an Afghan POW while saying "shuffle off this mortal coil, you c---"
The reason the police and army do this is that the job they do is very dangerous, so they need to know the institution has their back, otherwise they might strike or revolt. The army and police are like the enforcers of the government , and the govt has to keep them happy and do anything possible to stop a mutiny etc. They also generally speaking get paid pretty well. A cop can walk into 30k a year with zero qualifications, and generally retire by 50.
Im not saying I agree with any of that, as such but I get why its the case.
