When you're trying to mention someone in a group, I suggest adding the ability to long-press their name. This action would bring up a dialog where you can enter custom text for the mention. The text field in this dialog would be autofilled with the user's Telegram name, so when you click OK, the mention will use the text you've entered.

Workaround while a feature is not yet implemented:
Type some text, select it and add link to it
As the link, type this:
tg :// user?id=[USER_ID]
(Replace the [USER_ID] with an ID of a user you're trying to mention and remove all spaces)
(I added spaces because tg: links here will get automatically deleted)
