I don't remember exactly, but I think the latest versions require that the virtual FMG has to have internet access and log in to your Forticloud account, and you get a demo license.

So i finally managed to get it working. All i did was, changed the folder name from "cpsms-R81.20-Licensed" into "cpsg-R81.21-Licensed". Also in .yaml file i changed both version number in description and name into .21. I don't know if changing .yaml file was necessary but i did it anyway.
