Texas Three Percenters

Public school buses dropping minors off at the international bridge so they can cross back into Mexico alone. This is normalized in South Texas. U.S. districts recruit these students from Mexico, subsidize crossings, and bus them to the border — all to boost Average Daily Attendance funding from Texas taxpayers.
