The Wizard of Oz As Monetary Allegory: For the Time Pressed The Emerald City reading is not random. In 1990 economist Hugh Rockoff wrote "The 'Wizard of Oz' as a Monetary Allegory". Since then scholars have mapped L. Frank Baum's 1900 book onto the 1890s Populist movement: the fight over gold vs. silver coinage. Paper greenbacks were the Emerald City itself. All persons entering the city must wear green-tinted glasses locked on by the gatekeeper so that everything looks green/gold. The gatekeeper creates an optical illusion of 'wealth'. Remove the glasses and the city is not at all emerald. This is a normal town. The last part is the deepest cut: the citizens can't see straight because the state forces the lens. The green glasses are the monetary system itself debt-based currency that everyone is forced to see as wealth. The claim is that the U.S. Treasury has always had the Constitutional power (Article I, Section 8) to issue debt-free currency directly, as Lincoln did with Greenbacks in 1861-62, and as the Treasury briefly did with U.S. Notes before the Federal Reserve Act of 1913 routed issuance through a private banking cartel that charges the public interest on its own money. Think About This • The Wizard’s curtain = the Fed’s money-creation process, by which the Treasury “borrows” what it could issue outright. • Dorothy going home = going back to Treasury issuing debt-free, interest-free money. • “Yes, I found it” = the claim that the mechanism remains on the books, dormant, ready to be reactivated. Got it? The dollar precedent is true. Lincoln issued ~$450 million in U.S. Notes to finance the Civil War w/o Fed or bank intermediation. Kennedy’s 1963 Executive Order 11110 permitted Series 1963 U.S. a tiny series of Treasury-issued, debt-free currency.
