He was born into a Cabal family. He did bad things to kids, because here was told that that's how it is and what they do. So he grew up thinking that that was normal, but then had a realization come to him that it didn't feel right at all in doing those things to kids. He was approached by a member of the Q team and he told them everything. He was then told that he couldn't get yet because needing more Intel. So he was the mole inside of the Rockefeller family leaking information. He still, at times, needs to pretend to be a part of them, but was much nicer to the kids after that and told them that everything was going to be ok soon. Tom knew his fate and knew how he was going to need to go out, and he had already accepted this, and that he was going to need to be one of the first ones to go, because speculation amongst the family had been going around about Tom. So he exposed himself to then while getting the last bit of Intel he needed to get to Q, and was then taken to Gitmo to do ahead and finish it.
