I think Oasis's strategic move opens new utility for Rose's continuous tech stack usage. For example, Carrotfunding adopting ROFL compute layer for its risk engine moving away from AWS would mean that the Rose used to sustain the computation through verifiability and attestations is continuous. So from a typical end user point of view, Rose use might not be measurable but since privacy as a solution is for the projects and products that adopt and integrate Oasis tech, the usage is perpetuating. In other words, it is less about evaluating everything through the lens of TVL metrics, and more about the sustainability of web3 via RWAfi, DeFAI, DePIN etc integrating privacy layer to become private by design - none of these are private by default and so, they go with Oasis.
