Their are creative ways of doing it but it would leave allot of people out and we would be sitting on supply etc. because we would have to create a wallet connection to verify your holdings, allow you to input your L1 address, then once it is set it is immutable / can’t set ever again. The data lives in a database. And we would have to keep that open for a long time etc.
