3. Orchestrator memulai Tri-Agent Consensus via NATS Request-Reply
Orchestrator -> NATS: REQUEST ke algo.brain.agent.strategist.request
Orchestrator -> NATS: REQUEST ke algo.brain.agent.risk-guardian.request
Orchestrator -> NATS: REQUEST ke algo.brain.agent.executor.request
