We've just released v13.4. Thank you to everyone who contributed to this release. As usual, upgrade using pip install -U python-telegram-bot. This release brings full support for Bot API 5.1. Moreover, the argument clean of Updater.start_polling/webhook was deprecated in favour of the new argument drop_pending_updates. Updater.start_webhook now also always calls Bot.set_webhook, so you no longer have to worry about that. Finally, telegram.bot_api_version and telegram.constants.BOT_API_VERSION now include information about which Bot API version your PTB installation supports.
