You may, however, qualify for a VHZH immediately if you have a joint child who is a Russian citizen and permanently resides in Russia.
Regarding Presidential Decree No. 821:
The decree applies both to applicants who become eligible for a VHZH after holding a TRP for more than eight months and to applicants who qualify based on having a child who is a Russian citizen.
