Intl Celsius Creditors

Guys, I have been waiting for my wire transfer distributions for almost 7months now. They have forced me through the wire transfer distribution and sent me the wire transfer form to fill up twice already. I have been waiting for so long for the wire transfer and I keep emailed them for updates and now this is what they have responded to me. Please can anyone elaborate what it actually means? If I choose to receive in fiat, does that mean USD check or Wire transfer? If I choose to receive in fiat, in what BTC rate they will liquidate my crypto? Is there anyone experienced or at least have a clear understanding of this situation that I am in? Please advise and I really really appreciate your input.
