The double eagle is found on multiple axe heads during the Sukkalmah/Epartid Elamite period of Southern Iran (1900 - 1500BC) Elamite regions in southwestern Iran (especially Susa) during the Sukkalmah period formed part of the wider Sumerian and Old Babylonian empires.
