You can't sell it as cancer cure but If a person with cancer wants to buy it, then he can do so.
No law as far as I am aware exist to prohibit that person from buying CDS.

CDS in Bolivia was a political decision by opposition and hardly anything to do with its covid "properties" As for zero deaths, Bolivia was one of the hardest death hit countries during covid.
Covid death toll in Bolivia on 06 August 2020 a day after CDS was "approved" was 4461 but the time it flatlined on 29 March 2022 the death toll was 21888. 5x the 2020 number.
