Formal Complaint - Durham Constabulary
Today, following an invitation from Durham Constabulary's Professional Standards Department, I have formally submitted a detailed complaint and evidential submission concerning matters which I believe require proper and independent examination.
The complaint begins with Dominic Cummings' May 2021 evidence before Parliament and my subsequent December 2023 report to Durham Constabulary, but it does not end there.
It examines Durham's handling of that report and its referral to the Metropolitan Police, before placing those events against documentary evidence which has subsequently emerged concerning Operation Talla, national police coordination, the recording and non-recording of allegations, CRN 6029679/21, professional regulatory intervention and the wider criminal justice command structure.
The complaint does not ask Durham Constabulary to accept my conclusions.
It asks Durham Constabulary to examine its own decisions against the documentary record now available.
Given the nature of the issues raised, I consider that this process should not take place entirely beyond public view.
Accordingly, in the public interest, and in the interests of transparency, accountability and constitutional integrity, I am today making the complete formal complaint public.
