🚨 ISKP LEADERSHIP ⭐The international sanctions record for Sanaullah Ghafari (Dr. Shahab al-Muhajir), identified as the leader of Islamic State Khorasan Province (ISKP/ISIL-K), has received a new update. ⭐On 4 Sep 2026, the UN Security Council’s  Sanctions Committee amended identifying information associated with listed individuals. The change was subsequently incorporated by the European Commission through Implementing Regulation (EU) 2026/2143, adopted on 18 Sep & published on 21 Sep 2026. ⭐The revised entry continues to identify Ghafari as ISIL-K’s leader and records several aliases, including Dr. Shahab al-Muhajir, Shahab Muhajer, Shahab Mohajir and Shihab al-Muhajir ⭐His listed biographical identifiers include two possible dates of birth 28 October 1994 and 24 May 1990 with Mir Bacha Kot District, Kabul Province recorded as his birthplace. The sanctions entry also describes him as an Information Technology Expert & lists Afghanistan and, previously, Kunduz as associated locations.

❗ Inqilab-e-Islami Pakistan (IIP) has released a new video titled “The Battle Is About to Begin.” IIP is one of the three constituent groups of Ittehad-ul-Mujahideen Pakistan (IMP), alongside the Hafiz Gul Bahadur Group and Lashkar-e-Islam. The group’s AQ links are also notable: IIP has been described as comprising former operatives of al-Qaeda’s 313 Brigade, while the UN assesses that IMP includes elements of AQIS and may provide a vehicle for AQIS/TTP-linked elements.

❗ UPDATE | Faizabad, Badakhshan 🇦🇫: ISKP has now claimed responsibility for the 28 September vehicle blast near the Taliban Directorate of Mines, stating that a car bomb targeted a Taliban intelligence officer. ⭐ISKP claims 1 guard was killed and the officer and another guard wounded. AFF had previously claimed the same attack, reporting 3 Taliban personnel killed and 2 wounded. Neither attribution/casualty claim has been independently verified.
