Which is better for frontend html,css or react?

Html, css are the building blocks of Web dev... There is no choice here, you must study them... Then comes JS which is must too in modern world.. Now after you understand, practice and goes atleast intermediate in them then comes their frameworks and libraries like react, next, bootstrap css etc

if I want to make my project(website) to go on to be used by real world users...then what are the steps involved to do so ..is there any rights or licence to get ?...where can I get full info about this in detail

If you are selling music or something like this then it can be copyrighted.. But if you taking audio as data from user and modifying it then you are acting as a tool and therefore no copyright
