I'm looking for a Telegram Bot framework or management platform that supports:
Button menus (Inline Keyboard) and commands
User accounts and database integration
Persistent conversation/state management
24/7 operation with a large number of concurrent users
High-throughput message processing
Automated tasks and notifications
Admin dashboard
Does anyone know what frameworks, architectures, or open-source projects are commonly used to build large-scale Telegram bots like this?

WatzonFor the time being GramJS is dead (or at least on life support). As such it will be mostly unmaintained and will probably face bugs that won't go away. If you are starting a new project or trying to fix an existing project I highly recommend choosing mtcute or MTKru.to.
If you have an existing Gram
Maybe you should also mention MTKru.to here.
