Well, that took longer than I thought to test.. My build script kept wiping out the python env and recreating it, so my setuptools upgrade was just being thrown away.
Now that I fixed the script, and setuptools is up-to-date (62.1.0), it still fails in the same manner..
I don't understand what it's complaining about.
