Qt for Python (PySide/Shiboken)

Hi, I have docker (with the official Win container official python:3.9 docker img) and I cannot run rcc.exe or uic.exe compilers from the official PySide6 version 6.3+ . I am docker newbie. Is this bug or something obvious?
