I can confirm the problem with the files you sent me but when I generate the resources_rc.py myself it works fine. The difference comes down to encoding: My version is encoded with UTF-8, while your version is encoded with UTF-16 LE, which uses two-byte characters instead of one. For normal ASCII characters, this results in one of those two bytes being a null byte.
