Qt for Python (PySide/Shiboken)

Hi, is QStringDecoder usable in Python? Please, disregard the fact that Python has all the features out of the box. The class looks incomplete. I can't follow its docs at all. It's bizarre to see UTF-16 and UTF-8 side-by-side in the following line: toUtf16 = QStringDecoder(QStringDecoder.Utf8). Moreover, toUtf16(encodedString) raises an error stating that the object is not callable.
