PLFS (Periodic Labour Force Survey) covers all 500+ million Indian workers including informal, agricultural, and daily wage workers. ITR data covers only 8.22 crore individuals who filed income tax returns - already the top 6% of the population. This is why PLFS thresholds are much lower: Rs 25,000/month makes you top 10% of all workers, but among ITR filers, you need Rs 31 lakh/year for the same rank.
