"anyone can issue an asset", What is this rule about locking up 25 million CC then? With regards to asset issuer https://github.com/canton-foundation/cips/blob/main/cip-0116/cip-0116.md I'm a bit confused my initial thought is only those who lock up 25 million CC can be an asset issuer. Help me understand if I am incorrect. I understand that this applies to featured apps. Let's talk about different scenarios: 1. I'm not a featured app and I issue assets. 2. I am a featured app but I have only 5 million CC and I issue assets. 3. Is the one in the rule, which is 25 million locked, and I issue assets. Is it simply a reward difference? Is there any place I can read about it? Thank you.

3. What is the difference between an issuer and a non issuer? A non issuer Featured App PartyID supports application activity but does not act as an asset issuer. An asset issuer Featured App PartyID is associated with issuing or supporting asset activity. Issuer PartyIDs have a higher locking requirement. Apps should accurately identify whether each PartyID is an issuer or non issuer. The Foundation and Accountability process may review network activity and metrics to confirm the correct classification. • it's still fuzzy to me. it's mentioned in the message "anyone can issue an asset", i guess I want to know the difference between someone that locks CC and issues, and someone that doesn't lock, and issues.
