Qt for Python (PySide/Shiboken)

I put a comment on https://bugreports.qt.io/browse/PYSIDE-2028 I think I would have worded the bug report differently (noting the inconsistency between the other Qt module repos and their exposing of the -lts-lgpl tags and pyside-setup's omission of those tags). I said as much in my comment.
