when i try to build pyside6 on windows i came to error

was installed using qt6 online installer

It spells it out right there I believe.
You're missing the "ninja" build tool. Download it, install it, and put it in your PATH. Then retry.
I believe your setup.py command line looks correct.

I don't think so? I'm not positive, but I think I've built PySide with vs2022

That's the other thing to verify. Is that the right name for the parameter? Looked funny to me, but it could just be being used to provide it with path to qmake instead. You could try that. Afaik that way of identifying where Qt is, is still present in the PySide build scripts.
You can avoid dealing with the qt paths when building by having the qtpaths you want to use in your PATH. But it seems that the problem lies in that you are mixing mingw and vs, I see in your log that you are using a Qt for mingw, are you certain ninja is on that path? Maybe you can try with a cmd with the vs variables in PATH and see if you have the same mechanism. It might be related to mingw

Mingw and not VS at all, I don't know. It may be that PySide doesn't support the Qt MinGW build?
Ninja being in its own path should be fine - that's what I do. Just make sure it's on the PATH.
