1) Is there a reason you repeated the exact same lines in rapid succession (within like a minute of each other?)
2) According to the project page on PyPi, "PySide2 is available under both Open Source (LGPLv3/GPLv2) and commercial license."

Yes. Qt Charts is GPLv3 or commercial license.
If you plan to distribute it, buy a Qt license. I think there is a small business license IIRC. It'll give you access to a bunch of other stuff like Design Studio I think.
