when i run the .exe the icon is not displayed on the window
i guess it's a path problem

The only solution that comes to my mind is that you need to: fix the problem. A different story would be if you share your code, the tool you are using to freeze your app, your system, etc etc. Please use external services like pastebin to share code, don't paste it directly here.

self.setWindowIcon(QIcon(r'C:\Users\new owner\output\Monote\notes.ico')) well, that won't work if there's no .ico at exactly that position
you'd need to use e.g. importlib.resources to load it bundled with your app, and then tell PyInstaller to bundle it
